Tree stumps are leftover when you do fully cut down a tree. They will not regrow into other trees. To remove them, use a shovel to dig up the stump. You can then fill in the hole. How To Grow Bamboo
Once you find a Bamboo island, you need to dig with your shovel at some specific locations which can give you bamboo shoots. You can then plant this bamboo shoot on your own island and create your bamboo tree. Your tree will grow completely after a few days and there will be a bamboo shoot buried in the ground nearby. Dig it up and you will have another bamboo shoot! Keep in mind that you wont be able to grow new bamboo trees if you bury young spring bamboo and bamboo pieces.
Another good way is to take out an entire bamboo plant from the Bamboo island and bring it to your island. Eat whatever fruit you have to get Fruit Energy and get digging. You could also pick one from a friends island and plant it on your own island.
While you are preparing to hit the Bamboo trees to get resources, remember to hit them with a Flimsy Axe or a Stone Axe which will not cut down the valuable tree.
Note that you will get bamboo shoots and bamboo any time of the year but young spring bamboo is seasonal. It will be dropped from chopping bamboo during the in-game spring season. In the Northern hemisphere, spring is in March, April and May. In the Southern hemisphere, its in September, October and November.

The best way to ensure you always have access to any bamboo related materials in New Horizons is to grow it on your island.
To do this you need to dig up Bamboo Shoots, which are buried around bamboo.
Take these Bamboo Shoots back to your island and, just like you would with a fruit tree, plant them in the ground.
Bamboo grows under the same conditions as trees. This means that it won’t grow if it’s adjacent to another tree, bamboo stalk or object.
If these conditions are met, then your bamboo will grow in three days, leaving you with an easy way to collect these materials. Just make sure you don’t accidentally cut it down!

Note that you cannot grow Bamboo by burying Bamboo pieces or Young Spring bamboo. You need to plant Bamboo shoots if you want to grow Bamboo.
Get Bamboo Shoots Once Only
When you plant Bamboo on your island, once fully grown, the tree will produce a Bamboo Shoot near it once only in its entire lifetime. If you need more Bamboo or Bamboo Shoots, you need to find a bamboo island or get them from Daisy Mae.

They grow the same as trees, so plant them in the grass with space around them to grow. New bamboo shoots will spawn next to the fully grown bamboo stalk after the usual three days and you can dig them up. After you have a few the real thing to do with bamboo is sell it, with prices changing as the game grows, but they will often yield far more than normal fruit, so be sure to harvest and sell them often.
